John Hoeven is an American banker and politician who has represented North Dakota in the United States Senate since 2011. He was the 31st governor of North Dakota, serving from 2000 to 2010. Hoeven was elected to the United States Senate in 2010, succeeding Senator Byron Dorgan, who did not seek reelection. After Kent Conrad resigned in 2013, Hoeven became North Dakota’s senior senator, succeeding Heidi Heitkamp, who was previously Hoeven’s governorship opponent. In 2016, Hoeven was re-elected.

John Hoeven was born in the United States, in Bismarck, North Dakota. His father was the president and chairman of a bank in Minot, North Dakota, where he worked. Hoeven has Dutch, Swedish, and English ancestors.
He went to Dartmouth College, where his father was also a student. Hoeven was a member of the Alpha Chi Alpha fraternity and received honours at his graduation. He led the trust department of First Western Bank & Trust, an organisation his father helped create, after graduating with an MBA from Northwestern University’s Kellogg School of Management. He was the president and CEO of the Bank of North Dakota from 1993 until 2000.
Hoeven was a member of the Democratic-NPL Party for a short time before becoming a district chair and volunteer for the Republican Party. On certain topics, he has taken a conservative stance, while on others, he has taken a moderate one, such as greater education funding, ethics reform, teacher remuneration, and infrastructure financing.

On January 11, 2010, Hoeven declared that he will compete for the seat vacated by Byron Dorgan in the 2010 North Dakota Senate race. Hoeven beat Democratic-NPL nominee Tracy Potter, 76 percent to 22 percent, to become North Dakota’s first Republican senator since 1987. Hoeven has served as the dean, or most senior member, of North Dakota’s congressional delegation since 2013. He was named one of the seven richest Senators in the United States in 2018.
The nonpartisan Lugar Center’s Congressional Oversight Hearing Index gave Hoeven an “F” during his time as head of the Senate Indian Affairs Committee in the 116th Congress. Hoeven is in favour of limiting criminals’ access to parole. He believes that drug policy should be decided at the state level rather than at the federal level. Hoeven voted against the Employee Free Choice Act, which included a clause allowing for card checks.
Alternative fuels, according to Hoeven, are a long-term option, but greater oil exploration is necessary in the short term. He has been a strong supporter of the Keystone Pipeline, arguing that it has never spilled and that the threats to the environment have been overstated. In reality, the Keystone Pipeline has spilled twice, first in 2010 and once in 2016.
Hoeven filed an amendment in 2015 claiming that climate change is true and that people are contributing to it, but that the Keystone Pipeline would not contribute to it. In 2018, he received a 7% score from the League of Conservation Voters.
Hoeven has an “A+” grade from the National Rifle Association for regularly voting in favour of pro-gun legislation (NRA). He has received the NRA’s support on several occasions, notably during his bids for governor in 2008 and senator in 2010.
Hoeven voted in the Senate in June 2016 on four gun control bills that were created in the aftermath of the Orlando nightclub tragedy. He supported Chuck Grassley’s proposal to expand background checks and give funds for study into the causes of mass shootings, as well as John Cornyn’s proposal to impose a 72-hour waiting time for gun sales by anyone on the terrorist watch list.
He voted against Chris Murphy’s plan to mandate background checks for all gun transactions, including those made online and at gun shows, as well as Dianne Feinstein’s proposal to prohibit anybody on the terrorist watchlist from acquiring a gun.
