Jef Merkley is an American politician who has served in the United States Senate as a junior senator from Oregon since 2009. Merkley was the 64th speaker of the Oregon House of Representatives from 2007 to 2009. He was a member of the Democratic Party.

Jeff Merkley (Politician) Biography
Jeff Merkley was a five-term member of the Oregon House of Representatives, representing the 47th district in central Multnomah County on the eastern side of Portland, before being elected to the Senate. In 2008, Merkley upset two-term Republican incumbent Gordon Smith, and in 2014 and 2020, he defeated Republican opponents Monica Wehby and Jo Rae Perkins.
During his time in the Senate, Merkley was a proponent of progressivism and was the only senator to back Bernie Sanders in the 2016 Democratic presidential primary. He was a prospective presidential candidate in 2020, but he decided to compete for Senate reelection instead.
Merkley was elected to the Oregon House of Representatives as a Democrat from the 16th district in east Portland in 1998. Due to term restrictions, he succeeded Frank Shields, who transferred from the House to the Oregon State Senate. The Oregonian anticipated that Merkley would be the most likely of many Democrats to “do anything positive in the Legislature” in its endorsement. Following the 2003 session, he was chosen Democratic leader, and in the 74th Oregon Legislative Assembly, he was unanimously elected Speaker of the House when the House Democrats won a majority in the 2006 statewide elections.
Several key items of legislation were passed by the Oregon House during Merkley’s tenure as Speaker: It established a state “rainy day fund” increased Oregon public school funding by 14% ($1 billion); banned junk food in schools; expanded the Oregon commercial indoor smoking ban; revised the Oregon Bottle Bill; and outlawed discrimination by employers.

In 2008, Merkley narrowly defeated activist Steve Novick and four other Democrats in the Democratic primary to oppose Smith. Merkley was regarded to have a slim chance of unseating Smith at first, but a Rasmussen poll from July 2008 showed him in the lead, albeit within the margin of error. After a flurry of nasty campaigning on both sides, Rasmussen reported in August that Merkley’s popularity had dwindled, with Smith holding a commanding lead in the polls. Merkley had a 42 percent favourable rating, while his negative rating had grown to 45 percent.
As a senator, Merkley has a progressive track record. He was the first Democratic senator to say he would vote against Federal Reserve Chairman Ben Bernanke’s confirmation, citing Bernanke’s failure to “recognise or repair the issues that paved the route to this dark and painful recession.” Merkley became a driving role in the push to enact the Wall Street reform measure as a member of the Senate Banking Committee.
He successfully added an amendment to the Dodd–Frank Wall Street reform package, known as the Volcker Rule, alongside Michigan Senator Carl Levin, which prohibited high-risk trading inside commercial banking and lending organisations. Merkley also pushed for a bill that would outlaw liar loans, a predatory mortgage practise that contributed to the housing boom and subsequent financial meltdown.
Merkley was one of 23 Democratic senators who signed a letter to the Defense Department in August 2013, warning that some payday lenders were “offering predatory loan products to service members at exorbitant triple digit effective interest rates and loan products that do not include the additional protections envisioned by the law,” and that service members and their families “desire” the additional protections envisioned by the law.
Merkley was one of 11 senators who signed a letter to Attorney General Jeff Sessions in February 2017 expressing their concern “about credible allegations that the Trump campaign, transition team, and Administration have colluded with the Russian government, including most recently the events that led to Lieutenant General Michael Flynn’s resignation as National Security Adviser.”
The senators asked for the appointment of “an independent Special Counsel to investigate General Flynn and other Trump campaign, transition, and administrative officials’ collusion with the Russian government” in order to maintain “the Department of Justice’s confidence, credibility, and impartiality.”
While the administration’s infrastructure proposal was being drafted, Merkley was one of ten senators who signed a letter to Trump encouraging him to “not only protect existing ‘Buy America’ laws, but to work with Congress to expand these protections and address coverage gaps,” and asserting that “no infrastructure proposal should allow circumvention of current requirements in federal law.”
