Ben Cardin Career
In November 1966, Cardin was elected to the Maryland House of Delegates. He was elected to the seat previously held by his uncle, Maurice Cardin, who had opted not to compete for re-election so that his nephew could run. From 1974 to 1979, he chaired the Ways and Means Committee, then served as the 103rd Speaker of the House until his resignation.
He was the youngest Speaker in Maryland history at the time, at the age of 35. As Speaker, he was active in efforts to alter Maryland’s property tax system, school finance formula, and elected officials’ ethical standards.
In 1986, with Congresswoman Barbara Mikulski running for the U.S. Senate seat vacated by retiring Senator Charles Mathias, Cardin campaigned for Mikulski’s seat in the 3rd congressional district, which included a major portion of central Baltimore and many close-in suburbs.
Cardin received 82 percent of the vote in the Democratic primary, which was the real battle in this overwhelmingly Democratic district. He defeated Republican Ross Z. Pierpont, a perennial contender, with 79 percent of the vote in the main election.
Since 1993, Cardin has been a member of the European Commission on Security and Cooperation, serving as Ranking Member from 2003 to 2006. He then served as co-head of the commission for two terms, from 2007 to 2008 and 2011 to 2012, as well as chair for two terms, from 2009 to 2010, and 2013 to 2014.
He was a ranking member from 2015 to 2016. He was elected vice president of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE) in 2006 and served until 2014.
Following the retirement of Senator Robert Menendez as ranking Democrat and Chairman of the Senate Foreign Relations Committee in 2015, Cardin became the ranking Democratic member. Cardin was credited with arranging a unanimous committee vote in support of the markup for the bill on the United States’ engagement in nuclear technology discussions with Iran two weeks after Menendez’s departure.
Cardin was tied for fifth place with five other Senators on a Congressional Quarterly ranking of members of Congress who were most supportive of President Barack Obama’s legislative agenda in 2009. In 2013, National Journal ranked him sixth most liberal senator, along with six other Democrats. In 2020, the American Conservative Union awarded him a conservative lifetime grade of 4%.
